Government Affairs Manager at Outfront Media
Richard Montgomery brings both political experience and a public relations/communications background to Grades of Green.
As of January 2021, Mr. Montgomery joined Outfront Media (out of home / billboard advertising) to provide government relations support and legislative policy direction with local government agencies and elected officials throughout Southern California.
Prior to joining Outfront Media, Mr. Montgomery was the Real Estate / Government Affairs Manager with another national “outdoor” advertising company in Los Angeles. His responsibility was to guide the real estate acquisitions and provide government relations support throughout California.
Prior to joining the Advertising Industry, Mr. Montgomery was the principal of Evaluation Technologies, providing real estate valuation services along with Portfolio Review capabilities to Federal, State and local financial institutions.
Mr. Montgomery is a former Vice President of the Special Assets Division at a large financial institution in Los Angeles. The Special Assets Division maintained oversight for all real estate loans over $5 million in the portfolio nationwide and interacted directly with the FDIC and internal audit teams.
From 2005 to 2013, Mr. Montgomery served twice as Mayor and City Council member for the City of Manhattan Beach. Prior to his election, Mr. Montgomery served as the Planning Commissioner and Chairman from 2002 to 2005 in the City of Manhattan Beach. As part of his elected duties, Mr. Montgomery has extensive media training (print, radio & TV) along with “on air” interviews and numerous public speaking engagements.
Mr. Montgomery was re-elected to the Manhattan Beach City Council for a third term in 2017 serving as Mayor during the COVID -19 pandemic. In addition, he was re-elected in November 2020 for a fourth term.
As a local elected official, Mr. Montgomery has served as President (2011-2012 & 2019-2020) of the Independent Cities Association (consists of elected officials from 43 cities throughout Los Angeles County), Director of the Sanitation Districts #5 & #7 in Los Angeles County, on the Board of Directors for Grades of Green (environmental advocacy) and is currently the Small Craft Harbor Commissioner in Marina Del Rey at the appointment of Los Angeles County Supervisor Janice Hahn.
Mr. Montgomery is also a former police officer and resides in Manhattan Beach with his wife Diane.
